Introduction
Following December’s vote in the European Parliament Environment Committee on proposed reforms, the likely shape of Phase 4 of the EU ETS, which runs from 2021 to 2030, is now much clearer. This seminar will look at the implications of the proposed reforms, the remaining uncertainties about the shape of the scheme, and how national actions and other EU policies may influence outcomes under the EU ETS.
Boris Lagadinov
Boris Lagadinov is Head of Analysis at Sandbag, an NGO which specialises in climate policy analysis and advocacy. He has over 12 years of experience in international carbon markets. He was part of the negotiating team of one of the first ever emission reduction transactions back in 2002 and later worked with one of the first companies set up specifically to trade EU allowances and international credits. Subsequently, Boris spent over 9 years at the trading arm of a major European electricity generator and energy trader. His current role is focused primarily on fundamental analysis of carbon markets and policy analysis, particularly at the European level.
