The World Bank PMR commissioned Vivid Economics to develop a guidebook to help policymakers build the case for carbon pricing and assess the suitability of different carbon pricing policy instruments against their jurisdictional circumstances and priorities.
This report sets out an introduction to carbon pricing, and how a carbon pricing instrument (CPI) such as a carbon tax or emissions trading system fits into a broader climate policy mix. It then provides guidance on assessing jurisdictional circumstances and selecting a CPI most suited to meeting jurisdiction-specific objectives. The potential impacts of a CPI, and ways of measuring these impacts are also discussed. Finally, the guide describes how to reach a recommendation on carbon pricing in light of the evidence collected and translate this into a compelling recommendation paper.
